Jamie Praslicka (Manvel EC) visited us as well and we had an impromptu planning session on understanding the ham radio EmComm needs of Manvel. It was a very successful Field Day thanks to all the volunteers as well as our host, DaVinci Maker Labs and Chris Harris, KG5DED.\\r\\n\\r\\n \\r\\n\\r\\nEC Galveston County\\r\\n\\r\\nWe had no Public Service Events this month. Monitored 3 FIFA events from 7.255 and 147.06. Several operators were able to contact Transtar. Results show that there is path to relay. Due to 147.18 being in technician hands, used 442.850 and simplex channel to check pathway locally for relays. In addition, used 144.230 USB for same use. Still, some work to make this more viable.\\r\\n\\r\\n \\r\\n\\r\\nDistrict 03\\r\\n\\r\\n \\r\\n\\r\\nDistrict 04\\r\\n\\r\\n \\r\\n\\r\\nDistrict 05\\r\\n\\r\\nDEC\\r\\n\\r\\nArea ARES \\\/ RACES personnel continue to meet and coordinate activities. Key areas: 1) upcoming Field Day weekend 2) FIFA soccer events in the Houston area. 3) Hurricane Season preparation and follow on coordination activities.\\r\\n\\r\\n \\r\\n\\r\\nSeveral groups have held exercises, which utilize WinLink FM \\u0026 HF P2P modes. \\\/ WinLink RMS Post Office mode is being used (with new post office established at the Brazos Co CEOC). Personnel are evaluating this mode and implementation.\\r\\n\\r\\n \\r\\n\\r\\nBrazos County W5BCS conducted Field Day operations at the Bryan American Legion Post, on Hwy 21.\\r\\n\\r\\nGrimes County conducted Field Day operations from the new Grimes Co Justice Center, in Anderson.\\r\\n\\r\\nVisited both locations.\\r\\n\\r\\n \\r\\n\\r\\nGrimes Co utilized their new ARES trailer...and interfaced with several groups: County, State, GMRS, CERT, Red Cross, etc.\\r\\n\\r\\n \\r\\n\\r\\nVery productive weekend for our area.... several types of HF antennas were used. Brazos County ARES provided communications infrastructure support for the Bryan Amateur Radio Club\\\\\\u0027s Field Day, deploying the communications trailer, two generators, and the ARES digital communications go-kit. Weekly work sessions continued at the Community Emergency Operations Center (CEOC), where members performed equipment testing, preventive maintenance, and operational readiness activities.\\r\\n\\r\\n \\r\\n\\r\\nEC Grimes County\\r\\n\\r\\nOur group did Field Day for 24 hours for the first time in our new comms trailer. We encountered some problems that need fixing, such as noise on HF. We also found out we need a bigger generator to handle AC and a location for the other members who are not in the trailer to stay cool from the heat. The Grimes County Sheriff and Chief Deputy Sheriff stopped by, and so did our EMC. We also made some contacts on HF from the trailer. Plus, the officials loved the trailer.\\r\\n\\r\\n \\r\\n\\r\\nEC Leon County\\r\\n\\r\\nMadison\\\/Leon County has increased their membership numbers and participation of those members. Field day this time was smaller due to the high temperatures. We are a growing community of ham radio operators that are discovering new ways to be active in our communities. Our GOTA station was used to support a Boy Scout merit badge session to assist them with their requirements. A fox hut was used to demonstrate ham radio activities with scouts and public.\\r\\n\\r\\n \\r\\n\\r\\nEC Lee County\\r\\n\\r\\nLee County ARES members remained actively engaged throughout June, participating in an activation, emergency communications training, routine preparedness activities, and equipment testing.\\r\\n\\r\\n \\r\\n\\r\\nIn early June, members were placed on standby to support Travis and Williamson Counties during the FIFA soccer match between Saudi Arabia and Puerto Rico in conjunction with RACES District 12. The Emergency Coordinator coordinated with the Lee County Emergency Management Coordinator to establish procedures should communications support become necessary within Lee County.\\r\\n\\r\\n \\r\\n\\r\\nMembers also participated in the District 12 RACES WinLink Field Deployment Exercise, which was open to ARES members. The exercise focused on gathering field intelligence and transmitting emergency information over radio using WinLink, learning to use the same accuracy as we would in real-world incidents involving injuries, personnel accountability, and infrastructure status.\\r\\n\\r\\n \\r\\n\\r\\nA small group of members activated the ARES station at the Lee County Emergency Operations Center during ARRL Field Day. This annual nationwide exercise provides an opportunity to test emergency communications equipment, practice voice and digital operations, and verify our ability to communicate with stations across the country under simulated emergency conditions.\\r\\n\\r\\n \\r\\n\\r\\nMembers also maintained proficiency by participating in local and regional emergency communications nets, traffic handling nets, hurricane preparedness nets, and continuing education. One member attended an online amateur radio training session, and one newer member began FEMA Incident Command System (ICS) courses. Others troubleshot problems with antennas or explored new ways to communicate through amateur frequencies like working APRS digipeater \\\\\\u0027Gddngs.\\\\\\u0022\\r\\n\\r\\n \\r\\n\\r\\nTwo meetings were held during the month: a pre-exercise briefing for the WinLink deployment exercise and our regular monthly ARES meeting.\\r\\n\\r\\n \\r\\n\\r\\nAdditional activities included website updates, planning, documentation, and travel associated with meetings and events.\\r\\n\\r\\n \\r\\n\\r\\nNo members participated in this month\\\\\\u0027s CERT shelter setup and teardown training,\\r\\n\\r\\n \\r\\n\\r\\nEC Milam County\\r\\n\\r\\nActivated for flooding and road washouts. Field day was a great learning experience as we only had three members show up. We had several non-member hams show up and enjoyed visiting with them. Encouraged them to join us at our next meeting. We had two portable antennas set up and one 991A to work with. Unfortunately, we were overpowered by the 2k stations in NTX and on north in Okie land. But fun was had by all. Also had several non-ham visitors checking us out.\\r\\n\\r\\n \\r\\n\\r\\nDistrict 08\\r\\n\\r\\n \\r\\n\\r\\nEC Burnet County\\r\\n\\r\\nThe Burnet County Emergency Management Coordinator has resigned. The county has appointed an interim EMC but has not announced a timeline or process for appointing a replacement.\\r\\n\\r\\n \\r\\n\\r\\nThe Michael E. Phillips Fire Station (Burnet County ESD#6 Station 2) was dedicated on June 27th. This will be the future home of the HLARES Emergency Operations Center.\\r\\n\\r\\n \\r\\n\\r\\nLower severe storm levels in the area resulted in no SKYWARN Nets for the month. Some localized flash flooding did occur in the northern part of our coverage area due to heavy localized rain, but ARES participation was not required.\\r\\n\\r\\n \\r\\n\\r\\nDistrict 09\\r\\n\\r\\n \\r\\n\\r\\nDEC\\r\\n\\r\\nI attended local county-level ARES Meetings. I was NCS for Jefferson Co ARES 2-meter Net. I checked in to the Jefferson, Orange, and Hardin County ARES Nets. I checked in to the weekly STX ARES HF Net via both voice and WinLink. Conducted two district-wide WinLink exercises in June, including participation of several GOHSEP members in Louisiana via VARA HF Peer-to-Peer. We also had some local participation in an Austin area ARES\\\/RACES WinLink exercise on June 20th. Several ARES members attended a virtual Hurricane Prep meeting at DDEOC-15 in Beaumont on June 12th. Three ARES\\\/RACES members deployed to our local DDEOC-15 for a one-day activation in response to TS Arthur on June 17th. There were several good Field Day events locally with operators exercising their portable setups and EmComm trailers. We have additional WinLink and File Transfer training scheduled for July.\\r\\n\\r\\nKirk Mahaney - N5WKM\\r\\n\\r\\n \\r\\n\\r\\nEC Hardin County\\r\\n\\r\\nRegretfully our AEC had to resign for personal reasons. Once it gets going, we\\\\\\u0027ll have the 145.54 MHz repeater situated on it at an elevation which should reach Bexar County, Wilson County, and possibly down south as well. This report involves case-sensitive collation comparison.\\r\\n\\r\\n \\r\\n\\r\\nFixed bug where pipe symbol (vertical bar) was not displayed when entered into comment fields on the Equipment page and the Profile page. Concurrently we participated to the TDEM exercise successfully completing calls and WinLink messages to Austin simulating a County emergency. Three Giddings police officers visited the trailer, and the EC was able to talk to the personnel of an EMS ambulance parked nearby before they had to take off for a call.\\r\\n\\r\\nWe were able to program radios for other Lee Co amateur radio operators and to let visitors talk on the radio for the first time. Because of our deployment, we found a few things to be improved or replaced on the trailer, and we did so in a two-week period.\\r\\n\\r\\nWe also worked on a GMRS repeater that we think will be beneficial to communicate with members of the public without an amateur FCC license, but in need for help when regular communications do not work.\\r\\n\\r\\nIf the GMRS repeater is allowed to be on the County tower in Lexington, it will have great reach through Lee County to a large number of Lee County residents.\\r\\n\\r\\nWe have still no answer about being allowed to put equipment on the County tower in Lexington. Operators practiced making a rapid channel change and operating simplex using relays. This activity was important because simplex communication may be needed during an actual event or incident if normal repeater infrastructure is unavailable, degraded, or unreliable. No problems, gaps, or follow-up needs were reported.\\rn\\rnOn April 9, Hidalgo County ARES conducted training during an actual net by exercising a net control handoff. If allowed, according to our coordination and maps, that tower will extend the coverage to the \\u201cblack holes\\u201d in the North of Lee County and will improve coverage with the nearby Williamson, Bastrop, Travis, Milam, and even Washington counties. A member made his shack more resilient by adding permanent backup power. Others added amplifiers to their home stations. Operators renewed their SKYWARN training, mounted antennas and offered radio help to other members, and delivered training on the air. Lee County ARES keeps innovating their training net by communicating via HF and simplex, and established contact with a member as far as Cedar Park in Williamson County. ARES members added propane tanks to the EmComm trailer having chosen propane as preferred fuel for the generator. The Emergency Coordinator attended the Cyber Readiness Summit offered by TEEX, and participated to a tabletop exercise involving disaster in a rural agricultural community, such as Lee County, to which she invited the Lee Co Judge, who attended it.\\r\\n\\r\\n \\r\\n\\r\\nLee County ARES was approached by the Giddings VFD and again by the Blue VFD for collaboration, installation of amateur radios in their department and FCC Technician classes and exams. ARES members assisted the Sheriff\\u2019s Office in establishing backup communications with antennas and coaxes benefitting the VFDs and EMS during a temporary relocation of the Lee Co Dispatch Center. The EC has scheduled an appointment with the City of Giddings to ask permission again to hold a demonstration of the EmComm trailer at the Giddings Plaza in May and has agreed to support a trail ride organized by Down Home Ranch in April. The EC met with Co Judge, EMC, Sheriff and out-of-county instructors to organize tabletop exercises on emergency or disaster with all agencies in Lee County, and the meetings are ongoing. Members of Lee County ARES were activated Level 3 and 2 as RACES for the wildfire in the Hill Country but were not called into action. Progress has been made with the Lexington repeater. We tested a donated heliax and found connectors for it thanks to the help of Zochnet, the local internet provider.\\r\\n\\r\\n \\r\\n\\r\\nWe held our monthly meeting that was productive as usual. Bruce Darling, KI5KET, has been appointed effective Jan 23. Just before the winter storm struck our area. Bruce fills a gap in the District 7 ARES organization where there has been no ARES EC, or functioning group, for a number of years. He has high goals and expectations in reestablishing ARES in Bastrop County. All of us in surrounding counties support him in this start up.\\r\\n\\r\\n\\r\\nI held beginning training with Bruce and will be spending considerable time with him and the local ARES group over the next couple of years.\\r\\n\\r\\n \\r\\n\\r\\nThe winter storm in January saw the activation of three counties in District 7, Travis, Williamson, and Lee counties. All D7 EC\\\\\\u0027s coordinated with me and were prepared to activate, operate, and provide mutual aid across the county. Some staffed onsite at EOC\\\\\\u0027s. Kudos to all of the EC\\\\\\u0027s and crews that provided nets and support to our communities and served agencies.\\r\\n\\r\\n \\r\\n\\r\\nEC Lee County\\r\\n\\r\\nLee County ARES canceled the exercise\\\/community outreach planned for Winter Field Day (WFD) due to the Winter Storm Fern. We were activated by the State as RACES at Level III on Friday morning with possibility of being elevated to Level II.\\r\\n\\r\\n \\r\\n\\r\\nWe conducted an ARES SKYWARN net from 07:00 on Saturday for 29 straight hours, with messages at the top and the bottom of the hour, with 71 and contacts, and sending 20 messages to the National Weather Service. We were released by RACES at 3 pm on Sunday.\\r\\n\\r\\n \\r\\n\\r\\nWe trained, preparing for and executing twice, a new kind of net. Our new net format, every other week, starts on the Giddings repeater to then switch to either HF or Simplex, to go back on the Giddings repeater for a hot wash and signal report. We test our ability to find good frequencies and our signal, preparing for a day repeaters do not work.\\r\\n\\r\\n \\r\\n\\r\\nWe prepared the trailer for Winter Field Day and met with a Giddings official at the Giddings Plaza. Lee Co. ARES members worked to advertise Winter Field Day to the papers and the community, and later together they worked to cancel the event and notify the community as well as the Giddings and Lee Co authorities.\\r\\n\\r\\n \\r\\n\\r\\nOperators updated their equipment, programmed new radios, replaced antennas, and built on their radio shack. Four operators participated to the ETO monthly exercise sending Field Reports to the\\r\\n\\r\\nEmergency Training Organizations via WinLink.\\r\\n\\r\\n \\r\\n\\r\\nThe Lee Co ARES EC accompanied the District 7 EC to meet a future prospect Emergency Coordinator for Bastrop Co ARES, and she later established a relationship to support the new EC in his new role. The\\r\\n\\r\\nEC also started planning for a GR Level 3 class to be held either in February or March.\\r\\n\\r\\nMembers of Lee County ARES met twice, one via Zoom to plan for the Winter Field Day and one for the regular monthly meeting, to which we welcomed the new Bastrop Co ARES EC and a future Bastrop Co ARES member.\\r\\n\\r\\n \\r\\n\\r\\nMembers engaged in ARES VHF and HF nets and other nets as usual.\\r\\n\\r\\n \\r\\n\\r\\nThree ARES\\\/CERT members attended CERT training in Bastrop to be retrained about Hazmat by Captain Allen Donaldson, one of the best presentations we ever attended on the subject.\\r\\n\\r\\nFinally, we were involved in administrative tasks, website updates, and driving to meetings. EC Milam County\\r\\n\\r\\nActivated two members for three days to monitor the road and ice buildup and power and water situations, reporting several trees\\r\\n\\r\\n\\r\\ndown. Several water pipes burst and several power outages. County was prepared for worse conditions. TXDOT did a good job clearing main roads into and out of Milam County.\\r\\n\\r\\n \\r\\n\\r\\nEC Travis County\\r\\n\\r\\nOur planned Winter Field Day was canceled due to winter storm Fern. Instead, we activated our Rally Plan for practice and ran SKYWARN nets every three (3) hours. From 1500 on Saturday 1\\\/24\\\/26 to 1500 on Sunday 1\\\/25\\\/26, only skipping 0300 on 1\\\/25. Feedback from the National Weather Service, local Emergency Managers, and other ECs in our district was positive. RACES members (many in ARES) were on Standby. The General meeting was online only, since our location was being used as a warming shelter. Frigid Arctic air came down to the area from the north starting on the weekend of the 24th. Just prior to that there was a SKYWARN Class given on the 22nd by Warning Coordination Meteorologist Doug Cramer with Hardin County OEM personnel and representatives from Law enforcement, Volunteer Fire departments and Ham Radio SKYWARN spotters. On the 23rd there was a SKYWARN Net for operators to prepare for the impending possibility of Freezing Rain, and Infrastructure impacts from that weather. Forty-Five operators participated over 3 days of Net operations, along with 4 parishes in Louisiana and all transactions were heard at the NWS Office. Participating with WCARES for Winter Field Day planning.\\nHave a promising lead for Bastrop ARES in the last days of December.\\n \\nEC Lee County\\nLee County ARES members invested their month of December in training and honing their skills by preparing their net trainings, participating in Winlink messages and voice nets at the local level and regional level, including traffic nets, ARES and RACES HF nets, and the Central Gulf Hurricane nets.\\n \\nSome experimented with new techniques such as PI-Star and learning Georfabrik maps.\\n \\nThe Lee Co ARES EC was guest of the Giddings City Council to obtain a permit to operate Winter Field Day (WFD) from the Giddings Plaza. Lee Co. ARES for the first time will operate WFD solo and for one day in the heart of Giddings to test and train on the trailer and to reach out the public to educate them on emergency communications, amateur radio operations, and emergency in general. Three Lee Co ARES members met with a City of Giddings representative to discuss the exact location and logistics.\\n \\nShe also worked on a new kind of Net Trainings for the LeeCARES Monday night training net, including Simplex and HF nets. She also spoke with the Bexar County former EC about cooperation between the two ARES groups. She discussed with her Lee CARES Tech Committee member testing recently donated heliax for the Lexington repeater.\\n \\nTwo members erected a new tower North-West of Giddings and installed equipment. Another worked with ARCHES (Amateur Radio Communications for Hospitals Emergency Service) serving a Williamson Co. hospital.\\n \\nLee county ARES members met in McDade for their December meeting to discuss future planning and other business, and then enjoy a Christmas party. We were also involved as usual in unclassified tasks such as administration, reports, website updates, trailer updates, or driving to events.\\n \\nEC Milam County\\nQuiet month. Cancelled WinLink sessions for this month as many were going in and out for holidays.\\n \\nEC Travis County\\nThis month\\u0027s major event was the support of the Decker Challenge Half Marathon and 5K. Travis County ARES picked up comms for the race this year from Jim K5KTF and his team. The races are run from the Travis County Expo Center -- a location that may be used to house animals during an emergency. The Austin Runner\\u0027s Club was happy with our assistance and TCARES operators had a good time. We look forward to continuing to support the event going forward. Zoe KN6DQD had her first IC experience and did a great job. Chris KJ5DJC was primary Net Control, Rex K8REX was COML, and Al K5AMN handled the trailer. We did have an issue with the Comms Trailer repeater, which had not shown itself during testing just before the event. Work began in December to debug it as well as an issue with the trailer\\u0027s brakes. The community outreach was a presentation to the City of Austin\\u0027s Technology Commission -- a citizen advisory board. Contacts were made with commissioners, whose responsibility is to support\\n  historically under-served communities. They also kept updating or improving their home or go-kits equipment. One member has been experimenting with the analog board, an RF platform board for the AD9361 RF Agile Transceiver, which is used for high-performance radio investigations.\\r\\n\\r\\n \\r\\n\\r\\nWe have disconnected radios at the EOC for the announced magnetic storm and decided as a new policy to leave them disconnected for safety reasons.\\r\\n\\r\\n \\r\\n\\r\\nWe also received a go on the Lexington repeater, although on a different tower, and we are in the process to test our donated coax or buy it. We are considering taking advance of the climber to put a GRMS repeater also, but we are still considering if it will be beneficial there due to the tower not being too high (60 ft).\\r\\n\\r\\n \\r\\n\\r\\nAt our monthly meeting it was decided to focus on County and cities infrastructure, by installing GRMS repeaters for neighbors to be able to get in contact with us, with an exam-free license, via radio. We started working on the plan now.\\r\\n\\r\\n \\r\\n\\r\\nWe have bought and programmed 16 interop HT radios to distribute to First Responders and\\\/or officials or citizens in case traditional communications systems collapse. We have been monitoring our 147.24 repeater for interference, but it seems it is now clear.
